From the standpoint of the 8 digit Work Order ID they are same because Work Request is a status for a Work Order.

A Work Order can be in one of 6 statuses:

SOMAX differentiates Add Work Request and Add Work Order on the Plus Sign so that Users who are Work Requesters can enter requests for Maintenance.
